Chamber of deputies approves 2026 expenditures budget in general

The Chamber of Deputies approved the Federal Expenditures Budget 2026 in general with 358 votes in favor and 133 against, without changes to the original initiative. The nearly seven-hour debate was marked by protests and accusations over the assassination of Uruapan's mayor, Carlos Manzo. The Income Law had already been approved last week and sent to the Senate.

After a heated discussion involving banners, insults, and mutual accusations, the full Chamber of Deputies approved the 2026 Federal Expenditures Budget project. The opinion provides for a total net expenditure of 10 trillion 193 billion pesos, of which 987 billion are allocated to social programs. The general vote was held without changes to the presidential proposal, with 358 votes in favor and 133 against.

The debate intensified over the assassination of Uruapan's mayor, Carlos Manzo, which occurred on Saturday night. PRI deputy Carlos Gutiérrez Mancilla stated from the podium: “Manzo no murió por casualidad, sino lo mataron por denunciar a este narcogobierno (sic)”. Morena legislators responded by approaching with a banner reading “¡Carroñeros! MC-PRIAN”, accompanied by photos of Alejandro Moreno, Jorge Álvarez Máynez, and Jorge Romero.

After a pause prompted by coordinators Rubén Moreira (PRI) and Ricardo Monreal (Morena), who called for civility, President Kenia López restarted the session. Mancilla continued his criticisms, and MC coordinator Ivonne Ortega responded from her seat.

Earlier, Merilyn Gómez Pozos, president of the Budget Commission, acknowledged that the project had no initial modifications but anticipated changes in particular. Rubén Moreira (PRI) criticized cuts in security, justice, field support, health, and funds for states and municipalities. Germán Martínez (PAN) accused the federal government and Morena of reducing the security budget to militarize the country. Antares Vázquez (Morena) denied security cuts and rejected budgets with “moches” for legislators.

By agreement of the Board of Political Coordination, the particular discussion will begin tomorrow at 09:00 hours to review nearly two thousand reservations, including one from Morena to reassign between 16 billion and 17 billion pesos from the Judicial Power and the INE to education, environment, field, water, and road infrastructure. The project now goes to the Senate for review.
