In a national radio and TV address on Thursday night (April 30, 2026), President Luiz Inácio Lula da Silva (PT) outlined the New Desenrola Brasil, or Desenrola 2.0, a program to renegotiate credit card, overdraft, revolving credit, personal loans, and Fies debts. The launch is scheduled for Monday (May 4), as stated by Lula.
Lula said interest rates will be capped at 1.99% per month, with discounts of 30% to 90% on the debt amount. Workers earning up to five minimum wages (R$ 8,105) can withdraw up to 20% of their FGTS balance to pay down debts, a measure estimated to cost R$ 4.5 billion over three months, according to the Ministry of Labor. Banks must offer at least 40% discounts.
"What cannot happen is renegotiating the debt and continuing to lose money betting on bets. Therefore, those who join the New Desenrola Brasil will be blocked for one year from all online betting platforms. It is not fair that women have to work even more to pay their husbands' gambling debts," the president said.
The program's details were finalized on April 27 in a meeting between Finance Minister Dario Durigan and bank CEOs. Lula linked over-indebtedness to the rise in online betting, termed 'bets,' and advocated ending the 6x1 work schedule, noting its impact on women. The government aims to curb over-indebtedness in an election year.
