Interior CS Kipchumba Murkomen said four people died and at least 30 others were injured during Monday's anti-fuel protests.
Murkomen spoke at Harambee House on Monday evening. He blamed politicians for organising violence and looting in towns including Nairobi, Nakuru and Kajiado.
Authorities arrested 348 suspects linked to the unrest. Murkomen said investigations continue into the torching of UDA offices and other attacks.
He said looting and vandalism cannot lower fuel prices. Most blocked roads were cleared after protesters disrupted traffic.
Transport stakeholders met with the Treasury and Transport Ministry to address the ongoing strike.
