The third dialogue table at Gobernación concluded on June 4 without agreements. The CNTE rejected a 9% salary increase offered by the SEP on May 15 and demands 100% along with the abrogation of the 2007 ISSSTE Law. The government referred the demands to working groups and cited lack of budget. A June 2025 decree lowered the retirement age to 53 for women and 55 for men for nearly 947 thousand workers at a cost of more than 36 billion pesos annually. Public sector pension spending reached almost 560 billion pesos in the first four months of 2026. Projections indicate a peak in retirements between 2030 and 2040.
