President José Antonio Kast signed two bills and a decree on Monday at Cerro Castillo to create a vandals registry, raise the debt limit and launch a return plan for irregular migrants.
The president led the signing at the Cerro Castillo Presidential Palace in Viña del Mar after his first Cuenta Pública. The measures aim to toughen sanctions for incivilities, adjust state finances and facilitate the voluntary departure of foreigners in irregular situations.
One of the bills creates the Registro Único de Vándalos e Incivilidades. Those included will temporarily lose benefits such as the Pensión Garantizada Universal or free education and face restrictions on obtaining driver's licenses or passports, according to Interior Undersecretary Máximo Pavez.
Another bill raises the debt authorization by 6.200 million dollars in the 2026 Budget Law. Finance Minister Jorge Quiroz detailed that the increase responds to a larger fiscal deficit, exchange rate effects and floating debt commitments.
The decree implements the Plan Retorno, allowing irregular migrants to leave Chile without immediate sanctions for 180 days. Biminister Claudio Alvarado said the plan is an exception mechanism and that those who do not register will face corresponding migration measures.
