Carlos Rodríguez proposes reform of BCRA Organic Charter

Economist Carlos Rodríguez presented a proposal to reform the Organic Charter of the Central Bank of Argentina in a post on social network X on July 15, 2026.

Rodríguez stated that the 2012 Organic Charter must be modified to strengthen the independence of the BCRA and establish clear rules that restrict discretion in the exercise of its powers.

The economist noted that the current rule has not succeeded in guiding the Central Bank toward clear objectives compatible with monetary stability. He added that the designation of authorities and monetary, exchange and financial policies have responded to the political goals of the governments in turn.

Rodríguez analyzed the government document on the reform and questioned that the goal of preserving the value of the currency is too general. He recalled that in the last two years the value of the peso against the dollar was preserved but its purchasing power measured by the CPI deteriorated.

The former official suggested limits on foreign currency debt and specified the need to define conditions for instruments such as the cepo and bank reserve requirements. He stressed that it is not enough to guarantee institutional independence but that it is essential to define objectives and explicit limits on the faculties of the BCRA.
