In League C, Group C1 includes Albania, Finland, Belarus and San Marino; Group C2 has Montenegro, Armenia, Cyprus and either Latvia or Gibraltar, pending March 2025 play-offs; Group C3 features Kazakhstan, Slovakia, Faroe Islands and Moldova; Group C4 consists of Iceland, Bulgaria, Estonia and either Luxembourg or Malta.
League D has Group D1 with either Gibraltar or Latvia, either Malta or Luxembourg, and Andorra; Group D2 includes Lithuania, Azerbaijan and Liechtenstein.
The league phase schedule spans Matchdays 1-4 from September 24 to October 6, 2026, and Matchdays 5-6 from November 12-17, 2026. Quarter-finals and League A/B promotion/relegation play-offs are set for March 25-30, 2027, with League C/D play-offs in March 2028 and finals from June 9-13, 2027.
