The defense of former Baja California governor Ernesto Ruffo Appel filed two amparos to challenge his detention and transfer to El Altiplano prison.
The defense of Ernesto Ruffo appealed the detention alleging illegal deprivation of liberty, incommunication and lack of access to medication. It filed a first amparo under case 764/2026 in the Eighth District Court in Ensenada and a second under case 630/2026 in the Tenth District Court in Tijuana.
The filings challenge the arrest warrant, transfer outside Baja California and failure to inform the family of his location. Both proceedings remain active and pending before federal and local authorities.
The Fiscalía General de la República charged Ruffo with fiscal fuel theft using nearly one hundred pieces of evidence at a hearing this weekend. He was placed in El Altiplano prison after a judge change and non-public hearings.
