The Ministry of Health has completed the transition of 7,414 Universal Health Coverage workers to permanent and pensionable terms. The move follows directives from the President and the Public Service Commission.
Health Principal Secretary Dr Ouma Oluga confirmed the change in a notice sent to the State Department for Public Service and Human Capital Development. The letter referenced an earlier request dated July 9, 2026, for payroll migration to all 47 county governments effective July 1, 2026.
A presidential directive from September 9, 2025, instructed the ministry to convert all UHC staff from contract to permanent status. The Public Service Commission had advised on April 22 that the process conclude by June 30 without further extensions.
The workers were first hired on contract during the 2020 COVID-19 pandemic. Treasury increased the health sector budget by KSh 39 billion to support the absorption.
