Fadia Arafiq, 47, born Laila Fathiah on May 23, 1978, in Jakarta, rose to fame as a dangdut singer with her early 2000s hit 'Cik Cik Bum Bum.' Daughter of legendary singer A. Rafiq, she is married to Ashraff Abu, a former Malaysian dangdut singer and current Indonesian DPR RI member from the Golkar Faction for Central Java X. Her education includes SD Negeri Karet Tengsin 14, SMP Negeri 8 Tanah Abang, SMA Negeri 58 Ciracas in Jakarta, a Bachelor's in Management from Universitas AKI Semarang (2013), Master's in Management from Universitas Stikubank Semarang (2015), and a doctorate from Universitas 17 Agustus 1945 Semarang. Her 2023 wealth report lists a 2013 Hyundai Minibus valued at Rp200 million.
The arrest took place on March 3, 2026—KPK's seventh sting operation (OTT) of the year, during Ramadan—while Fadia was charging an electric vehicle in Semarang, accompanied by her aide and a trusted associate. KPK also detained 11 others in Pekalongan, including Regency Secretary Mohammad Yulian Akbar. Fadia, wearing a KPK orange vest, claimed she was arrested at home while meeting Central Java Governor Ahmad Luthfi to discuss her absence from a Free Nutritious Meals (MBG) program event, but the governor denied this. She insisted there was no sting and no items seized.
On March 4, 2026, KPK Deputy for Enforcement Asep Guntur Rahayu announced the case's elevation to investigation stage, naming Fadia (Bupati Pekalongan 2025-2030) as the sole suspect based on sufficient evidence. She faces charges under Article 12 letter i and Article 12B of Law No. 31/1999 on Corruption Eradication (as amended by Law No. 20/2001), alongside Article 127(1) of Law No. 1/2023 on the Criminal Code. This marks the first sting using Article 12 letter i on conflicts of interest without additional provisions. She is detained at KPK's Red and White Building facility until March 23, 2026.
KPK spokesperson Budi Prasetyo noted the legal status followed a March 3 night reconstruction, determined within 1x24 hours. The case involves complex corruption in outsourcing services across regency units. PT Raja Nusantara Berdaya (RNB), Fadia's family firm, received Rp46 billion from 2023-2026 contracts; Rp22 billion covered salaries, with Rp24 billion remaining—of which Rp19 billion was distributed to family and associates. In 2025 alone, RNB won 21 tenders across 17 departments, three public hospitals, and one sub-district, dominating outsourcing projects.
Fadia attributed her actions to her non-bureaucratic music background. She had previously faced criticism in March 2025 for harshly responding to a netizen's Instagram comment on Ki Ageng Sedayu Hospital's opening and a Ketandan, Wiradesa event.
