Senator Carlos Viana (Podemos-MG), president of the Joint Parliamentary Inquiry Commission (CPMI) on INSS, stated on February 23, 2026, that he will appeal to the Supreme Federal Court (STF) against Minister André Mendonça's decision, which granted habeas corpus to Daniel Vorcaro, owner of Banco Master, allowing him not to appear to testify before the commission. Vorcaro, under electronic ankle monitoring since late November 2025 after arrest at Guarulhos airport while trying to board a flight to Dubai in Operation Compliance Zero, was expected as a witness. Viana criticized the STF for treating Vorcaro as an investigated party, while the CPMI views him as a witness, and threatened coercive conduction if the decision is overturned and he fails to appear.
On the same date, the Federal Police met with Mendonça for about two hours in his STF office, presenting a detailed report on the Banco Master investigations, including processes from Operation Compliance Zero. This was the second meeting since Mendonça took over the rapporteurship, replacing Dias Toffoli amid controversies. The minister expanded PF autonomy, restored expert examinations, reduced the inquiry's secrecy level, and ordered the return of information from breaks in Vorcaro's banking, fiscal, and telematic secrecy to the CPMI. However, the documents, previously removed by Toffoli, were sent to the PF before returning to the commission, with no deadline set.
The CPI rapporteur, Deputy Alfredo Gaspar (União-AL), called the process a 'filter' and stated: 'The Federal Police went to the Senate and took the data, which has no date to reach the CPI, which I think is absurd. The CPI is a constitutional instance, legitimate for investigation. There should be no filter from anyone.' Viana expects quick delivery and sees obstacles in Congress, including delays in extending the CPI, scheduled for final report on March 23, but seeking a 60-day extension. Behind the scenes, there is apprehension about revelations involving Banco Master and potential political impacts, with Vorcaro initially signaling willingness to testify, including talking to Senator Renan Calheiros, but backing out after the STF decision.
