Allegations: Foxtrot network pays for attacks on Iranian regime critics

Police suspect the criminal Foxtrot network is commissioning assassination plots against Iranian regime critics and Israeli interests in Sweden, according to sources told SVT. The assignments are reportedly shared via encrypted apps like Signal. Sweden's Security Service warns of threats against individuals seen as dangers to the Iranian regime.

Police suspect the Foxtrot network, led by Rawa Majid, is commissioning assassination plots against Iranian regime critics and Israeli interests. According to SVT, these assignments have been shared via encrypted messaging services like Signal. Sweden's Security Service (Säpo) confirms a threat landscape against individuals in Sweden perceived as threats to the regime and notes that Iran may utilize criminal networks for such purposes.

"There is a threat against prominent Iranian opposition groups and individuals in Sweden who are perceived as a threat to the regime," Säpo writes to SVT. A government source states: "We see a risk to Israeli interests and Iranian regime critics. We believe such assignments are being issued now."

Investigations are underway in the West region and Stockholm regarding violence commissions from Foxtrot. Swedish authorities have received intelligence linking an attack on an embassy in Oslo this weekend to the network, details under review. The war in Iran has heightened warnings for attacks on Israeli, Jewish, and American interests, as well as regime critics.

Foxtrot has previously been linked to multiple attacks. Uppdrag granskning revealed last summer six executed and one planned attack on Israel's embassies in Stockholm, Copenhagen, and Brussels, plus against the arms company Elbit in Gothenburg. Reports from gang environments indicate the Iranian regime has pressured Rawa Majid to coordinate acts against Israeli and American interests.

TV4 reports that Foxtrot has targeted regime critic Arvin Khosnood. An attempted murder in Uddevalla involved a 17-year-old hired by Ali Shehab, an ally of Majid arrested in Iraq in December last year. The same teenager is suspected in an attempt on Khosnood's life, with several boys involved. One is also suspected of incitement to endangerment against a Swedish arms company with business ties to Israel.

The National Operations Department is monitoring developments but declines to comment on specific reports.

A key figure in the criminal network Foxtrot, 21-year-old Ali Shehab, was arrested in Iraq in December. Police describe the arrest as a strategic breakthrough that neutralizes a central actor in organized crime. Shehab is suspected of ordering several murders in Sweden, but he is detained for crimes in Iraq.

Iraqi intelligence announced on Tuesday evening that the Foxtrot network has been dismantled through arrests in Kurdistan. According to Swedish police, it concerns Ali Shehab, one of the network's top leaders, who was arrested already on Monday. The arrest followed months of intelligence work in collaboration between Kurdish and Iraqi authorities.

The arrest of Ali Shehab, a top figure in the Foxtrot gang, in Iraq is seen as a breakthrough against the criminal network. Police assess that Foxtrot, Rumba, and the Dalen network have been weakened, but warn of a fragile situation where violence could flare up again. About 20 gang members remain on the police list.

A Pentagon inspector general review found that Defense Secretary Pete Hegseth violated Defense Department policy by using the Signal messaging app on his personal phone to share sensitive details of planned U.S. airstrikes in Yemen. The report concludes that, had the information been intercepted, it could have endangered U.S. servicemembers and the mission, while noting that Hegseth had the authority to declassify the material. The findings were provided to Congress this week and a redacted version is expected to be released publicly within days.

Defense Secretary Pete Hegseth is under bipartisan criticism over a September 2 U.S. strike on a suspected drug-smuggling boat in the Caribbean, amid conflicting accounts about who ordered follow‑up attacks that reportedly targeted survivors. The incident has intensified debate over whether the campaign against alleged narco‑terrorists complies with U.S. and international law. President Trump has publicly defended Hegseth while signaling plans to expand the strikes to land targets.
