The 2025 Annual Audit Report noted deficiencies in detailed engineering activities, unsubstantiated contract extensions, and missing technical documents that blocked full evaluation. The project has remained unfinished since the 2013 Bohol earthquake damaged the original building.
Mayor Nestor Archival supports hiring an independent consultant for oversight. Vice Mayor Tomas Osmeña called the project the city’s “most corrupt” infrastructure effort, prompting the city council to order an investigation.
The city targets completion by December 2026 and full operations in early 2027, adding 400 to 500 beds.
