Breayner Ricardo Peñuela has been appointed as the new risk management secretary. Peñuela is a lawyer specializing in Administrative and Constitutional Law, currently pursuing a master's in Public Management. He previously served as subsecretary for Knowledge and Risk Reduction. His background includes positions in the Santiago de Cali Mayor's Office, the District Council, the Agustín Codazzi Geographic Institute (IGAC), the Mobility Secretariat, and the Cadastre Subdirectorate.
In procurement matters, Amanda Catalina Rojas Díaz took over as DACP director on December 24, 2025. Rojas Díaz, a lawyer specializing in Public Law from Universidad Externado de Colombia, has over 15 years in the public sector. She is joined by Alejandra Cardona Duque as subdirector for Strategic Supply; Cardona is a lawyer from Universidad Javeriana, specializing in State Contracting, with more than a decade in contract management.
