The vote reflected unanimous support from the 495 deputies present. According to VNA, To Lam took an oath pledging absolute loyalty to the Motherland, the people, and the Constitution, as well as to fully fulfill the responsibilities entrusted by the Party, the State, and the people.

Díaz-Canel reaffirmed "the will and firm commitment to continue promoting the historic and special relations of brotherhood, solidarity and cooperation that unite our countries."

To Lam, a professor of Security Sciences with a doctorate in Law, served on the Party's Central Committee from the 11th to 14th terms and on the Political Bureau from the 12th to 14th terms. His previous roles include president of the country and Chairman of the National Security and Defense Council in 2024, Secretary of the Central Military Commission since August of that year, and Chairman of the Central Committee for the Prevention and Fighting of Corruption, Waste, and Other Negative Phenomena.

Deputies also endorsed Vo Thi Anh Xuan to continue as vice president, elected Le Minh Hung as prime minister—who presented his government's priorities for 2026-2031—and unanimously re-elected Tran Thanh Man as Speaker of the National Assembly for the 16th legislature.
