Hoy no circula imposes restrictions on October 27 in CDMX and Edomex

The Hoy No Circula program will proceed normally this Monday, October 27, 2025, in Mexico City and the State of Mexico. Vehicles with yellow stickers and plate endings 5 and 6, holding holograms 1 and 2, cannot circulate from 5:00 to 22:00 hours. This measure aims to reduce pollution in the metropolitan area.

The Hoy No Circula program, aimed at limiting vehicle circulation to reduce pollution in the Valley of Mexico, continues this Monday, October 27, 2025. It affects vehicles with yellow stickers, verification holograms 1 and 2, and plate endings 5 or 6. The restriction applies from 5:00 to 22:00 hours in Mexico City's 16 boroughs and 18 State of Mexico municipalities, including Atizapán de Zaragoza, Coacalco de Berriozábal, Cuautitlán, Cuautitlán Izcalli, Chalco, Chicoloapan, Chimalhuacán, Ecatepec de Morelos, Huixquilucan, Ixtapaluca, La Paz, Naucalpan de Juárez, Nezahualcóyotl, Nicolás Romero, Tecámac, Tlalnepantla de Baz, Tultitlán, and Valle de Chalco.

From July 1, 2025, the program expanded in the State of Mexico to include additional Valley of Toluca municipalities, such as Almoloya de Juárez, Calimaya, Chapultepec, Lerma, Metepec, Mexicaltzingo, Ocoyoacac, Otzolotepec, San Antonio La Isla, San Mateo Atenco, Rayón, Temoaya, Tenango del Valle, Toluca, Xonacatlán, Zinacantepec, Almoloya del Río, Atizapán, Capulhuac, Xalatlaco, Texcalyacac, and Tianguistenco, with similar restrictions based on sticker and plate.

Out-of-state vehicles meeting these criteria are also restricted, except those with holograms 00 or 0, which can circulate daily. Exemptions include 100% electric cars, hybrids, motorcycles, vintage vehicles, hearses, and those with special permits for people with disabilities or emergency services.

Violating the rule in Mexico City incurs fines of 20 to 200 UMAs (2,262.8 to 22,628 pesos) plus impoundment, per one source; another states up to 30 UMAs (3,394.20 pesos). In the Valley of Toluca, no fines apply from July to December 2025, only socialization, with enforcement starting January 2026. The weekly schedule assigns Mondays to yellow sticker 5-6, Tuesdays to pink 7-8, Wednesdays to red 3-4, Thursdays to green 1-2, and Fridays to blue 9-0.

The Megalopolis Environmental Commission (CAMe) activates Double Hoy No Circula if ozone exceeds 150 IMECA points, expanding restrictions. Drivers can check status at www.hoynocircula.cdmx.gob.mx or the mobile app.
