Projected Inactives

Several Steelers are expected to be inactive due to injuries. Defensive tackle Derrick Harmon, a rookie, is ruled out with a knee injury sustained in Week 12. This marks his fourth missed game this season, including the first two weeks and Week 13. Safety Kyle Dugger, acquired in a trade from the New England Patriots in late October, will miss his first game with the team due to a hand injury from Wednesday's practice. He has played nearly every defensive snap since joining in Week 9.

Tackle Calvin Anderson is also out with a knee injury from this week's practice, marking his first missed game of the season. Quarterback Will Howard remains the inactive emergency third quarterback behind Aaron Rodgers and Mason Rudolph, with no snaps this season due to a prior left-hand injury that sidelined him for the first 10 weeks.

Healthy scratches are projected to include wide receiver Scotty Miller, who has just one catch for 9 yards on two targets this season and only 20 total snaps in the six games before Week 13. Defensive end Logan Lee, a 2024 draft pick, has seen just 17 defensive snaps in the first three games and has been inactive for the last eight. Wide receiver Ke’Shawn Williams could join Miller as inactive, especially if newcomers dress, given his limited nine offensive snaps since Week 6.

Roster Moves

The Steelers elevated offensive tackle Dylan Cook and wide receiver Marquez Valdes-Scantling from the practice squad on Saturday. Cook, who first signed with Pittsburgh in 2023, provides depth with Broderick Jones on injured reserve and Anderson out; he will dress as the eighth offensive lineman alongside starters, Spencer Anderson, and Ryan McCollum.

Valdes-Scantling, who played four seasons with Rodgers in Green Bay and joined the practice squad in early November, adds deep-threat potential. This season with the San Francisco 49ers, he caught four passes for 40 yards on eight targets in five games. The team also claimed wide receiver Adam Thielen off waivers from the Minnesota Vikings earlier this week; he is traveling with the team but his activation is not guaranteed.

With these moves, expect safeties Chuck Clark and Jabrill Peppers to see more defensive time in Dugger's absence. The roster rules allow up to 48 players if eight are offensive linemen, and the emergency quarterback rule remains in effect.
