The Ministry of Mines and Energy revealed that 9.22 million people lived in energy poverty in 2025, representing 20.6% of the country's households.
The 2025 Energy Poverty Index data indicate that 3.27 million households faced difficulties accessing electricity and other basic services.
The Caribbean region concentrated 2.64 million people in this condition, distributed across 936,987 households. Julio César Vera, president of the XUA Energy Foundation, noted that Air-e's financial crisis affects service quality, although intervention by the Superintendency of Public Services helped mitigate effects.
Andrés Camacho, former minister of Mines and Energy, explained that the highest incidence occurs in the Amazonía-Orinoquía with 30.3%, mainly due to zones not connected to the National Interconnected System. Municipalities with the highest prevalence include Cumaribo in Vichada with 59.72%.
