The National Transport and Safety Authority has imposed a two-year moratorium on licensing new public service vehicle operators and a one-year freeze on new routes.
The National Transport and Safety Authority announced the measures in a public notice on Friday, June 19. The two-year ban covers new Saccos and companies operating public service vehicles. A separate 12-month moratorium applies to adding or extending routes unless a new road is commissioned.
The authority cited persistent non-compliance and road safety concerns as reasons for the decision. It also noted the presence of unlawful operators that undercut licensed players. The directive takes effect immediately and applies even to pending applications.
During the period, NTSA plans to strengthen oversight and conduct audits with county governments. Existing operators like Super Metro cannot introduce routes such as CBD-Kasarani-Mwiki until the moratorium ends or is reviewed.
