Gatchalian seeks Senate probe into Cebu landfill collapse

Senator Sherwin Gatchalian has filed a resolution for a Senate inquiry into the landfill collapse in Binaliw, Cebu, that killed more than 30 people and injured several others. The resolution highlights concerns over landfill design standards, operational practices, and government oversight to prevent future tragedies. He referenced the 2000 Payatas dumpsite collapse, which buried over 200 people, as a reminder of ongoing risks.

On February 2, 2026, Senator Sherwin Gatchalian filed Proposed Senate Resolution 277 calling for a Senate inquiry into the January 8 landfill collapse in Binaliw, Cebu, which resulted in more than 30 deaths and several injuries.

The resolution points to serious concerns regarding landfill design standards, operational practices, regulatory compliance, and the adequacy of government oversight for public safety.

"If we do not straighten the rules, there is a big possibility that another tragedy like this will happen at another landslide which will bring danger to the community and workers," Gatchalian stated.

The probe aims to identify the factors leading to the collapse, evaluate compliance with environmental engineering and safety standards, and assess responses from national and local government agencies. It also seeks to recommend legislative and policy measures to enhance safety standards for landfill operations and prevent similar incidents.

Gatchalian emphasized that the Binaliw tragedy is not isolated. He cited the 2000 Payatas dumpsite collapse, which buried more than 200 people, as evidence of long-standing risks from poorly managed waste facilities. The inquiry will examine whether current safeguards are sufficient and if enforcement needs strengthening to avert future disasters.
