Hong Kong police reported 797 sexual offence cases against children under 17 in 2025, a 20 per cent increase from 663 cases in 2024. Secretary for Security Chris Tang Ping-keung said the government aims to complete legislative changes to strengthen protections within the current term.
Police figures presented to legislators on Wednesday showed the rise in cases. Numbers had been 599 in 2021, 578 in 2022 and 696 in 2023.
In 2025, authorities prosecuted 46 people for sex with girls under 16 and four for sex with girls under 13. The corresponding figures for 2024 were 42 and nine.
In a written reply to legislator Grace Chan Man-yee, Tang said the government is studying Law Reform Commission reports from 2019 and 2022. The changes target completion by next June to better protect victims.
