During the morning press conference on December 5, 2025, Interior Secretary Rosa Icela Rodríguez stated that no further farmer protests are expected following the approval of the General Water Law. The official emphasized the government's ongoing dialogue and congratulated Congress on the initiative. Meanwhile, authorities anticipate potential blockades on five roads leading to Mexico City due to protests against the Fourth Transformation.
President Claudia Sheinbaum's morning press conference was led by Interior Secretary Rosa Icela Rodríguez on Friday, December 5, 2025, as the president is in the United States attending the 2026 World Cup draw and meetings with President Donald Trump and Canadian Prime Minister Mark Carney. This marks the first in-person meeting between Sheinbaum and Trump after several phone calls, and Carney had visited Mexico months earlier.
Regarding farmers' discontent with the General Water Law, approved by the Chamber of Deputies after a 24-hour debate and presented to the Senate on December 4—where Morena waived procedures to discuss it in the full session—Rodríguez assured no further marches are expected. 'The Secretariat of the Interior maintains open dialogue on a permanent basis. In most cases, we must listen to people, absolutely all of them, whether they are right or not, and that is how it has been in the Secretariat,' she said. She added: 'We are a government that listens and raises possible demands. There is a need to make changes in the laws to bring order, and it will be done'.
The secretary congratulated Congress: 'Order will be brought to everything related to water issues. It is worth congratulating Congress for this bill sent by the President of Mexico, and also thanking the groups that participated and gave their opinions on it'.
Additionally, Sheinbaum will meet with migrants in the United States after her commitments, having traveled Thursday on a Sedena plane and informed the Senate. The World Cup draw begins at 11:00 a.m.
Separately, the Subsecretariat of Intelligence and Police Investigation anticipates blockades on five roads to Mexico City—Mexico-Pachuca, Mexico-Cuernavaca, Mexico-Puebla, Mexico-Toluca, and Mexico-Querétaro—by a mobilization of about 300 people from 'All United Against the Fourth Transformation'. The aim is to prevent Morena supporters from arriving at the Zócalo event on December 6, commemorating seven years of government and achievements like lifting 13 million out of poverty. Sheinbaum announced it on November 24: 'On December 6, we will recount how the country has changed, what it was like before and what it is now, how we want to stay on course. We must continue advancing the transformation'. As of 8:00 a.m., no closures were reported, and these blockades are unrelated to farmers.
