Ruto revokes Julius Karangi's appointment in parastatal changes

President William Ruto has revoked the appointment of former Chief of Defence Forces Julius Karangi as chairperson of the National Council for Population and Development. This move is part of broader leadership changes across Kenyan parastatals announced on October 24, 2025. Several cabinet secretaries also made new board appointments effective immediately.

In a gazette notice dated October 24, 2025, President William Ruto appointed Ali Wario as the non-executive chairperson of the National Council for Population and Development (NCPD) board for three years, effective from that date. This appointment revoked the role previously held by General (Rtd.) Julius Waweru Karangi, who served as Chief of Defence Forces from 2011 to 2015. The notice stated: “I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Ali Wario to be the Non-Executive Chairperson of the National Council for Population and Development Board, for a period of three (3) years, with effect from the 24th October, 2025. The appointment of Gen. (Rtd.) Julius Waweru Karangi is revoked.”

Ruto also appointed Kirui Limo, a former Kipkelion East Member of Parliament, as non-executive chairperson of the Gambling Regulatory Authority for three years, revoking Jane Mwikali Makau's position held since 2022. Makau was reassigned by Ruto as non-executive chairperson of the National Water Harvesting and Storage Authority board for three years from October 24, 2025.

Cabinet secretaries contributed to the reshuffle. Public Service CS Geoffrey Ruku appointed Emma Wambui Mbugua, Anne Derasso Illo, Fredrick Odumo Nying’uro, and Valerie Lomosi as members of the Gambling Regulatory Authority board for three years, revoking Ernest Kamau, Anne Too, Innocent Muganda, Janet Oben, and Edwin Gikunju. Education CS Julius Ogamba named Professor Kellen Kathure Kiambati as chairperson of the Technical and Vocational Education and Training Authority for four years. Information CS William Kabogo appointed Stephen Njuki to the Communications Authority of Kenya board for three years. Health CS Aden Duale assigned Edwin Gikunju to the Kenya Institute of Primate Research board for three years. Water CS Eric Mugaa appointed Innocent Muganda to the National Water Harvesting and Storage Authority board for three years. Roads CS Davis Chirchir named Anne Too to the Kenya Civil Aviation Authority board for three years.

Attorney General Dorcas Oduor appointed Ernest Kamau to the Business Registration Service board for three years and revoked the Waqf Commission selection panel. These changes aim to enhance service delivery in state corporations.
