The Hoy No Circula program, managed by the Commission for the Metropolitan Environment (CAMe), applies on October 29, 2025, to private vehicles with red stickers, plate endings 3 and 4, and verification holograms 1 and 2, as well as those with provisional permits. The restriction runs from 5:00 to 22:00 in the 16 boroughs of Mexico City (CDMX) and 18 conurbated municipalities in the State of Mexico (Edomex).
Exempt vehicles include those with holograms 00 and 0, as well as electric, hybrid, and passenger transport vehicles. Vehicles registered in Edomex, Hidalgo, Morelos, Puebla, and Tlaxcala may circulate if they have valid verification, due to harmonized criteria.
In the Mexico City Metropolitan Area, the measure affects municipalities such as Atizapán de Zaragoza, Coacalco de Berriozábal, Cuautitlán, Cuautitlán Izcalli, Chalco, Chicoloapan, Chimalhuacán, Ecatepec de Morelos, Huixquilucan, Ixtapaluca, La Paz, Naucalpan de Juárez, Nezahualcóyotl, Nicolás Romero, Tecámac, Tlalnepantla de Baz, Tultitlán, and Valle de Chalco. Other regions include Santiago Tianguistenco (Almoloya del Río, Atizapán, Capulhuac, Texcalyacac, Tianguistenco, and Xalatlaco) and Valle de Toluca (Almoloya de Juárez, Calimaya, Chapultepec, Lerma, Metepec, Mexicaltzingo, Ocoyoacac, Otzolotepec, Atenco, Temoaya, Tenango del Valle, Toluca, Xonacatlán, and Zinacantepec).
Violating the restriction incurs a fine of 20 to 30 times the Unit of Measure and Update (UMA), equivalent to 2,074.80 to 3,112.20 pesos. CDMX and Edomex authorities have mentioned potential changes to the program, but these are under review with no official modifications; it was only expanded to more Edomex municipalities since July 1, 2025.
The weekly Hoy No Circula calendar organizes circulation by sticker color and plate: Tuesday for pink (7-8), Wednesday red (3-4), Thursday green (1-2), Friday blue (9-0), and Monday yellow (5-6). Sundays are free, except during environmental contingencies where Double Hoy No Circula activates if ozone exceeds 150 points.
