Universal announces early infrastructure for UK theme park

Universal Destinations & Experiences has appointed companies to upgrade infrastructure around its planned theme park in Bedford, UK. The work aims to support sustainable development and benefit local communities. This follows planning approval in December 2025.

Universal Destinations & Experiences (UDX) announced on February 25, 2026, the appointment of ESP and Veolia to handle early-phase infrastructure improvements for its new theme park and resort complex in Bedford, United Kingdom. The initiative focuses on enhancing water, energy, and transport systems to support the development while aligning with the UK's net zero goals by 2050.

Key upgrades include a new water treatment facility on the Bedford site, designed by Veolia and adopted by ESP. This facility will reuse and recycle water, reducing on-site water use and local sewerage discharge to promote sustainability and resilience against resort demands. Surface water management will capture rainwater in dedicated habitat areas to minimize flooding risks.

Energy enhancements feature a new primary substation operated by ESP to power the resort and nearby developments. ESP and Veolia will also build an all-electric central energy plant for low-carbon heating and cooling, with potential expansion to surrounding communities.

For transport, ESP plans one of the UK's largest electric vehicle charging facilities for visitors. A fleet of electric or low-carbon vehicles will shuttle guests from local railway stations to the resort.

"ESP’s appointment as our utilities partner reflects our commitment to unlocking the long-term transformational benefits of this project," said Gidon Freeman, UDX vice president of external affairs. "Across water, wastewater and energy we will be ensuring the resort can be built and operated sustainably, with additional distribution capacity added to the local network to benefit neighbouring communities and developments."

The project received planning permission in December 2025 via a Special Development Order from the Ministry of Housing, Communities and Local Government. The Bedford complex will include a theme park with themed lands, accommodations, retail, dining, and entertainment. It is expected to generate nearly £50 billion in economic benefits, 20,000 construction jobs, and 8,000 operational jobs, alongside transportation upgrades.
