Ahmed Rostom, Minister of Planning and Economic Development, met with Abdel Aziz Konsowa, Minister of Higher Education and Scientific Research, on 2026-06-27. They discussed ways to boost Egypt’s innovation ecosystem and encourage entrepreneurs at universities.
The talks occurred under the Ministerial Group for Entrepreneurship, chaired by Hussein Eissa. Rostom highlighted increased budget allocations for higher education and scientific research in the next fiscal year. He also outlined plans for an Entrepreneurship Unit under the Cabinet, a dedicated start-up financing fund, and greater use of NI Capital.
Konsowa stressed linking education to industry needs and expanding partnerships with the private sector. He noted plans to tie academic promotions to practical contributions with industry. Amr El Abd, adviser to the prime minister, pointed to opportunities for university start-ups to attract investment.
The ministers directed their teams to coordinate closely on an institutional framework for financing start-ups.
