Bulacan court orders Curlee Discaya's arrest over malversation case

A Malolos City court issued an arrest warrant for contractor Curlee Discaya and nine others in a malversation case linked to a flood control project. Discaya, already detained in the Senate, will be transferred to a regular jail. The case involves a P53.9-million project in Calumpit, Bulacan.

The Malolos City Regional Trial Court Branch 20, under Presiding Judge Mirasol Dychingco, issued the warrant on June 5. The accused include Merg Jaron Laus, Brice Hernandez, Jaypee Mendoza, Ernesto Galang, Norberto Santos, Lorenzo Pagtalunan, Juanito Mendoza, Floralyn Simbulan, Roma Angeline Rimando, and Cezarah Rowena Discaya. Malversation charges are non-bailable. The Office of the Ombudsman filed the case after finding that payments for the flood control project were released without an approved disbursement voucher. Investigators also noted that the government paid St. Timothy Construction Corporation for dredging and embankment work without proper documentation or basis for the project cost. Discaya is currently held in the Senate following a contempt ruling in 2025. The Philippine National Police will take him into custody from the Senate and process him at Camp Crame before turning him over to the court. Some co-accused are already detained in related cases.
