Lpa outside par becomes tropical depression as November begins

The low pressure area (LPA) outside the Philippine Area of Responsibility (PAR) developed into a tropical depression at 2 a.m. on November 1, 2025. PAGASA reported it located 1,430 kilometers east of northeastern Mindanao as of 4 a.m., moving westward. It is projected to enter the PAR as tropical storm Tino by Sunday morning or afternoon, November 2.

In its 5 a.m. advisory, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) stated the tropical depression was moving west at 15 kilometers per hour, with maximum sustained winds of 45 km/h and gustiness up to 55 km/h. It is projected to become a tropical storm before entering the PAR and may make landfall in Caraga or Eastern Visayas by Tuesday morning, November 4. Afterward, it could cross the Visayas and Palawan between Tuesday and Wednesday, November 5, then emerge over the West Philippine Sea by Wednesday morning or afternoon.

There is high uncertainty in the track of the tropical cyclone, PAGASA noted. In terms of intensity, it is expected to strengthen over the Philippine Sea and may reach typhoon category by Tuesday, potentially leading to Signal No. 4 as the highest wind signal. Initially, PAGASA expects to raise Signal No. 1 in Eastern Visayas and Caraga by Sunday morning or afternoon, providing 36 hours of preparation for the cyclone’s winds. Heavy rain from the tropical cyclone is likely to begin by Sunday evening or Monday morning, November 3, and a gale warning could be issued as early as Monday morning for Eastern Visayas and Caraga due to risky sea conditions.

The potential Tino may leave the PAR on Thursday, November 6. PAGASA anticipates two or three tropical cyclones to form within or enter the PAR in November. Meanwhile, the LPA inside the PAR was last spotted 275 kilometers west of Coron, Palawan, as of 3 a.m. on Saturday, unlikely to develop within 24 hours and continuing to move away from the country. However, Palawan may still experience scattered rain and thunderstorms due to the LPA on Saturday, All Saints’ Day.
