OpenAI to limit initial ChatGPT 5.6 access to government-approved users

OpenAI plans to release its upcoming ChatGPT 5.6 model first only to customers approved by the US federal government. The staggered rollout follows a recent executive order on voluntary AI model reviews.

According to a staff memo from CEO Sam Altman, federal leaders will approve access customer by customer during the preview period. A broader release is expected a couple of weeks later.

Altman stated in the memo that the company has made clear to the US government this approach is not its preferred long-term model. OpenAI intends to work with officials and industry partners on a more sustainable process for future releases.

The change involves input from the Office of the National Cyber Director, the Office of Science and Technology Policy, and Commerce Secretary Howard Lutnick. President Donald Trump signed an executive order earlier this month directing AI firms to participate in federal reviews of powerful models before public release.

President Donald Trump could sign an executive order focused on artificial intelligence and cybersecurity as soon as Thursday, according to reports describing a draft that would create a voluntary framework for developers of advanced AI models to notify the U.S. government ahead of major releases.

President Donald Trump signed an executive order on June 2 calling for voluntary government review of advanced AI models 30 days before their release. The order focuses on cybersecurity risks but imposes no mandatory requirements on companies.

OpenAI has launched GPT-5.5, its latest AI model integrated into ChatGPT, seven weeks after GPT-5.4. The update focuses on coding, computer use, and research, with enhanced agentic capabilities for independent task completion. Paying ChatGPT and Codex users can access it now, with API rollout planned soon.

OpenAI has begun rolling out an optional Lockdown Mode to provide extra security against prompt injection attacks for users handling sensitive data. The feature limits certain capabilities in ChatGPT and other products to reduce risks of data exfiltration. It is available to all personal accounts, including those on the free tier.
