Under the Mumbai Municipal Corporation (MMC) Act and state rules, the budget must typically be announced by February 4 each year. However, the process has been delayed because the mayor and chairpersons of key committees, including the standing committee responsible for financial matters, have not yet been appointed.

Municipal Commissioner and state-appointed administrator Bhushan Gagrani confirmed the request to The Indian Express, stating, “We have written to the state government, asking them to allow us for an extension in announcing the budget. We have demanded an extension period till March 4, 2026.”

Recent civic elections have installed elected representatives, but the selection of the mayor remains pending. This involves a lottery process by the Urban Development Department (UDD) to determine reservation, followed by party nominations and a vote in the civic hall. Once elected, the mayor will appoint chairpersons to statutory committees, including the standing committee.

An official explained the necessity of the delay: “Since the budget will be handed over to the mayor as well as the standing chairperson, it can be presented only after these committees are inducted and the chairpersons selected.”

This extension request highlights ongoing administrative challenges in Mumbai's governance amid post-election transitions.
