Therian Law initiative presented in Nuevo León

A 28-year-old therian, accompanied by his lawyer, presented an initiative on Thursday to create the Therian Law in the Nuevo León Congress, aiming to protect students from discrimination and bullying in educational settings. The proposal seeks to establish coexistence protocols and psychological support for this community, which has at least 100 members in the Monterrey metropolitan area. Luis, who identifies with a horse, recounted the daily harassment he faces.

At the Nuevo León Congress, Luis, a 28-year-old who works in a veterinary clinic, arrived on Thursday wearing a horse mask to present, alongside his lawyer Mauricio Castillo, a legislative initiative known as the Therian Law. Luis, who has identified with a horse since age 9 and made it official at 14, expressed his hope that the law would alleviate the discrimination he faces: “I wish the Law would help us because they look at me on the street, they look at me at home, they treat me like a freak. They say I'm crazy, ‘look there's the horse boy’, ‘there's the crazy boy’, but for me it's something that, even if they don't see it, is damaging me psychologically”.

The initiative, submitted to the clerk's office, proposes a law for coexistence protocols and student protection at all educational levels. According to the document, it aims to “protect the psychosocial integrity of students at all educational levels, ensure no student is harassed or discriminated against due to their identity, beliefs, and digital manifestations, and establish clear protocols that hold educational staff accountable”. If approved, it would involve creating protocols in the state Secretariat of Education and Secretariat of Health, including psychological support for young therians.

Lawyer Castillo explained that the protection would focus on school premises to prevent bullying and aggressive reactions: “The protection would be within educational facilities because what we seek is the protection of children and youth inside schools from things like bullying or something, or that they react aggressively or vice versa”. In the Monterrey metropolitan area, a community of at least 100 therians is estimated, seeking legal acceptance.

On social media, videos circulate of therians facing rejection, such as denial of access to an urban bus, and false convocations to gatherings in parks or universities have been debunked.
