Uppsala shares anti-welfare crime experiences at conference

Uppsala municipality presented its work against welfare crime at the Morgondagens Samhälle 2026 conference. City director Birgitta Pettersson and social director Tomas Odin stressed the need for national cooperation.

City director Birgitta Pettersson and social director Tomas Odin took the stage at the conference. They described how Uppsala has built a systematic approach over several years to prevent and stop unserious actors in the welfare sector.

The municipality has strengthened cooperation between HR, procurement, law, security and social services. The focus is on both preventive and operational work against welfare crime and undue influence.

Birgitta Pettersson said that not a single krona of welfare funds should go to criminals. Tomas Odin stressed that no municipality can solve the problem alone without national development and information sharing.

Zandra Runo, head of administration for Police Area Dalarna, stresses that violence is not a private matter.

From July 1 a new law takes effect requiring people on economic assistance to take part in full-time activities. Uppsala Municipality is now preparing to offer tailored measures to around 1 000 people.

Voting in the 2025–2026 citizen budget for rural areas has concluded. Out of 43 proposals, 31 projects will be carried out with a total budget of 2.3 million kronor.
