Manyatta MP proposes two-thirds quorum for Finance Bills

Manyatta Member of Parliament John Gitonga Mukunji has called for changes to National Assembly rules requiring a two-thirds quorum to pass future Finance Bills following low participation in the recent vote.

Mukunji made the proposal during an interview on Monday, June 22. He argued that the Finance Bill has major effects on citizens and should face stricter requirements similar to impeachment votes.

Only 162 of 349 MPs took part in the June 18 Third Reading vote on the Finance Bill 2026. Of those, 122 voted in favor and 40 against, while 187 members stayed away. Current rules set the quorum at 50 members.

Mukunji said some lawmakers avoided the vote over public perception and political ties. He noted that he voted against the bill and pointed out that a presidential pledge to exempt low earners from PAYE tax was not included.
