To collect them, bidders must present the payment advice along with a copy of their trade license, tax clearance certificate, and VAT registration certificate. Only bidders with no history of poor performance on the bureau's previous projects are eligible to participate.

Bidders are required to provide accurate contact details, including direct line phone, cell phone, fax, and email addresses. The bureau will not be responsible for any communication failures due to incorrect information. Bid proposals must include a bid bond or earnest money deposit equivalent to 2% of the contract value, in the form of an unconditional bank guarantee or cash payment order. Other forms of bonds are not acceptable.

The bid opening will take place at 10:30 AM in the Somali Regional Education Bureau Conference Hall, in the presence of bidders or their legal representatives.
