At Djurens vänners cat shelter in Borlänge, unwanted kittens now arrive year-round. "When I started this, we got kittens periodically, but now it's year-round," says Caroline Ohlson from Djurens vänner.
Länsstyrelsen Dalarna is urging cat owners to familiarize themselves with the rules ahead of spring to prevent unplanned litters. It is the cat owner's responsibility to ensure the cat does not have uncontrolled offspring. The best method is castration by a veterinarian, with alternatives like keeping the cat indoors during certain periods, in an enclosure, or using contraceptives for females.
Under the animal welfare law, a private individual may keep at most nine cats over one year old without a permit from Länsstyrelsen. A permit is also needed for more than two litters per year. All cats must be ID-marked and registered with Jordbruksverket, whether indoor or outdoor cats. Länsstyrelsen can order measures for non-compliance.
