New low pressure area enters Philippine area of responsibility

A low pressure area entered the Philippine Area of Responsibility on November 23, 2025, with a high chance of developing into a tropical depression named Verbena within 24 hours. The system, located 845 kilometers east of northeastern Mindanao as of 8 a.m., is expected to bring scattered rain to eastern regions starting Sunday, intensifying by Monday. The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) reported that the low pressure area (LPA) entered the Philippine Area of Responsibility (PAR) on the morning of November 23, 2025. Positioned 845 kilometers east of northeastern Mindanao at 8 a.m., the LPA has a strong potential to intensify into a tropical depression by Sunday evening or Monday morning. Upon development, it will receive the local name Verbena.

Initial impacts include scattered rain and thunderstorms in Northern Mindanao, Caraga, the Davao Region, Eastern Visayas, and Bohol due to the LPA's trough. More significant rainfall is forecast to begin on Monday, November 24, affecting eastern sections of the country and raising risks of floods and landslides.

PAGASA's three-day rainfall outlook, issued at 11 a.m. on Sunday, details the following:

From Sunday noon, November 23, to Monday noon, November 24:
- Heavy to intense rain (100-200 millimeters) in Eastern Samar.
- Moderate to heavy rain (50-100 mm) in Albay, Sorsogon, Northern Samar, Samar, Leyte, Biliran, Southern Leyte, Surigao del Norte, and Dinagat Islands.

From Monday noon, November 24, to Tuesday noon, November 25:
- Heavy to intense rain (100-200 mm) in Southern Leyte, Leyte, Cebu, Bohol, Negros Occidental, Capiz, and Dinagat Islands.
- Moderate to heavy rain (50-100 mm) across a broader area including Occidental Mindoro, Oriental Mindoro, Romblon, Northern Samar, Samar, Eastern Samar, Biliran, Albay, Sorsogon, Negros Oriental, Siquijor, Antique, Aklan, Iloilo, Guimaras, Masbate, Surigao del Norte, Surigao del Sur, Agusan del Norte, Misamis Oriental, Camiguin, Bukidnon, and Agusan del Sur.

From Tuesday noon, November 25, to Wednesday noon, November 26:
- Heavy to intense rain (100-200 mm) in Aklan, Palawan, Antique, Occidental Mindoro, and Oriental Mindoro.
- Moderate to heavy rain (50-100 mm) in Quirino, Rizal, Batangas, Laguna, Camarines Sur, Camarines Norte, Catanduanes, Albay, Sorsogon, Masbate, Marinduque, Romblon, Capiz, Iloilo, Guimaras, Negros Occidental, Negros Oriental, Cebu, Bohol, Samar, Northern Samar, Eastern Samar, Biliran, Leyte, and Southern Leyte.

Concurrently, the shear line—where the northeast monsoon meets easterlies—is bringing moderate to heavy rain (50-100 mm) to Cagayan and Isabela, with heavier amounts (100-200 mm) possible in Isabela, Aurora, and Quezon. Scattered rain and isolated thunderstorms from the shear line may affect Apayao and Quirino on Sunday.

The northeast monsoon is causing moderate to heavy rain in the rest of the Cordillera Administrative Region and Cagayan Valley, with isolated light rain in the Ilocos Region. Easterlies could trigger scattered rain in Aurora, Quezon, and Camarines Norte, plus isolated showers in other parts of Central Luzon, Southern Luzon, Central Visayas, and Western Visayas. The rest of Mindanao faces isolated rain from the intertropical convergence zone.
