On Thursday, November 20, 2025, the Pasig Regional Trial Court Branch 167 issued a verdict finding Alice Guo, former mayor of Bamban, Tarlac, guilty of qualified trafficking in persons. She was sentenced to reclusion perpetua, which means 20 to 40 years imprisonment, and a P2 million fine. Seven co-accused were also convicted: for organizing trafficking in the Baofu compound—Alice Guo, Jaimielyn Santos Cruz, Rachelle Malonzo Carreon, and Walter Wong Rong; and for acts of trafficking—Wang Weili, Wuli Dong, Nong Ding Chang, and Lang Xu Po.
Senior Assistant State Prosecutor Olivia Torrevillas stated that eight co-accused were acquitted, but their names were not disclosed due to confidentiality. Guo and the other convicted individuals did not attend in person; she joined via video conference. The Baofu Land Development Inc. compound, a hub for illegal Philippine offshore gaming operator (POGO) activities in Bamban, was forfeited to the government.
According to Rappler, Filipino incorporators of the Hongsheng POGO who claimed their identities were stolen—vendors—were acquitted. The court also found Rachelle Malonzo Carreon and Jamielyn Cruz guilty alongside Guo. Guo incorporated Baofu, which leased a seven-hectare property near Bamban's municipal hall, where she was elected mayor in 2022. She claimed to have divested before the election, but the prosecution questioned the evidence. Her business partner included Huang Zhiyang, a wanted Chinese gang leader with links to money laundering in Singapore.
