Hesa Fredrik warning system fails in several Östergötland areas

The Hesa Fredrik warning system did not function in several locations in Östergötland during Monday's test. The signal failed in Linköping, Norrköping, and Söderköping due to technical issues, according to the Swedish Civil Contingencies Agency (MSB). The agency is troubleshooting the problem with the system provider.

During the quarterly test of the Hesa Fredrik warning system on December 1, 2025, the signal was silent in several locations in Östergötland. The test is conducted routinely four times a year, on the first non-holiday Monday in March, June, September, and December at 3:00 PM. This time, Linköping, Norrköping, and Söderköping were affected by the technical fault.

The Swedish Civil Contingencies Agency (MSB) confirms the issues and states that the purpose of the tests is to detect and address shortcomings. “The warning signal did not go out in these areas. The purpose of quarterly tests is that this type of deficiency should be discovered and remedied. MSB and the system provider are troubleshooting this now,” the agency writes on Facebook.

This is not the first time the system has malfunctioned. In September, during the previous test, the signal failed in several cities in Skåne, including Eslöv, Kävlinge, and Lund. MSB emphasizes the importance of regular tests to ensure the warning system functions during real emergencies, such as accidents or natural disasters.
