The teenager, who was 17 at the time, faces charges of endangering others and violating public order laws. In police interrogation, he admitted firing the firework but denied aiming at people. He claimed he was unaware that fireworks were prohibited there.
No injuries were reported from the event. The charges follow an investigation using the surveillance video and his statement.
