CREG publishes draft resolution to regulate energy saving program

Colombia's energy regulator CREG has published a draft resolution to set up a temporary energy saving program with monetary incentives. The measure responds to supply risks from the El Niño phenomenon.

The document proposes a differential charging scheme for consumption above daily individual targets set by user type. Categories include residential strata 1 to 6, regulated commercial and regulated industrial.

The program is described as transitory, exceptional, self-financed and automatic. Its aim is to reduce regulated demand during energy tightness or low hydrology without altering general tariff formulas.

Additional charge factors are defined on excess consumption and benefits for those meeting savings targets, with an individual cap. The draft remains open for public comments.
