STF Justice André Mendonça has called a new meeting with the Federal Police for Monday (23) to discuss the progress of investigations into Banco Master and next steps. This follows his assumption of the case's rapporteurship, replacing Dias Toffoli amid controversies. The meeting will include preliminary reports and review of prior decisions.
The Banco Master scandal, involving estimated R$50 billion frauds through investment funds, remains under scrutiny at Brazil's Supreme Federal Court (STF). André Mendonça assumed rapporteurship of the inquiries on February 12, 2026, after Dias Toffoli renounced the role due to controversies, including ties to bank owner Daniel Vorcaro and questioned decisions, such as limiting experts to four for seized materials analysis.
In a February 19 dispatch, Mendonça expanded PF autonomy, authorizing normal pericial flow on about 100 electronic devices, including Vorcaro's cell phone, reversing Toffoli's restriction. He also allowed investigative steps like hearings of non-privileged suspects without prior judicial approval, maintained secrecy level III (reduced from previous), and ordered materials held in PF custody, with intelligence sharing limited to responsible delegates.
On Friday (20), Mendonça directed Congress leadership to return to the CPMI do INSS information from breaks in Vorcaro's banking, fiscal, and telematic secrecy. The PF is set to deliver a report on the attempted purchase by BRB in coming weeks, while advancing phase two of Operation Compliance Zero.
On February 21, STF President Luiz Fux annulled and archived the investigation against Toffoli, unanimously validating his acts, allowing him to retain voting rights in the process, with shared responsibility among the ten justices.
Meanwhile, the Public Ministry with the TCU recommended opening a process to identify guests at Vorcaro's beach house in Trancoso, Bahia, for events likened to a modest version of Jeffrey Epstein's misdeeds. A PF operation against alleged leaks of STF ministers' relatives' fiscal data, ordered by Alexandre de Moraes, may link to case reporting.
