Karnataka cabinet approves internal reservation for Scheduled Castes

The Karnataka cabinet on Friday approved a revised system of sub-quotas for Scheduled Castes within the 15% overall reservation, allocating 5.25% each to right-hand and left-hand Dalit groups and 4.5% to other SC categories. The decision came at a special cabinet meeting and will enable recruitment for thousands of stalled government posts. Chief Minister Siddaramaiah called it a historic move.

The decision was taken at a special cabinet meeting at Vidhana Soudha in Bengaluru. Chief Minister Siddaramaiah said, "The Cabinet decided to implement a quota of 5.25% each for the so-called right-hand Dalits and so-called left-hand Dalits and 4.5% for other SC groups." He added that the recruitment process would begin with notifications from Saturday onwards.

The approval follows recommendations from a technical committee formed on April 16, which suggested 5.3%, 5.3%, and 4.4%, slightly modified by the cabinet to 5.25%, 5.25%, and 4.5%. An earlier proposal for 17% was shelved to stay within the 50% reservation ceiling. The new formula applies to filling 56,432 posts announced in the state budget.

Law Minister H K Patil said, "A decision has been taken that should be a model for the country." Social Welfare Minister H C Mahadevappa called it historic, while Home Minister G Parameshwara noted that Karnataka's model ensures justice for 101 SC communities. The state becomes the third after Haryana and Telangana to implement SC sub-quotas.

The move addresses long-standing demands amid court challenges and findings from commissions like Nagamohan Das. Siddaramaiah expressed confidence that Dalit organisations would agree, upholding the government's commitment to social justice.

Reactions on X to the Karnataka cabinet's approval of internal SC reservations are predominantly positive, with users and Congress supporters hailing it as a historic achievement for social justice and fulfillment of manifesto promises. High-engagement posts detail the 5.25% allocations to SC left and right groups and 4.5% to others, sometimes with sarcastic notes on 'touchables.' News outlets share CM Siddaramaiah and ministers' statements positioning it as a national model. A media poll seeks opinions on the fairness of the formula. No significant negative or skeptical voices identified yet.

New Delhi: Following Prime Minister Narendra Modi's letter seeking support, the Indian government circulated three bills among parliamentarians on Tuesday to implement one-third women's reservation in the Lok Sabha through delimitation. The package includes the Constitution (131st Amendment) Bill 2026, proposing to raise Lok Sabha seats to a maximum of 850. The bills will be taken up in a special parliamentary session from April 16 to 18.

The Maharashtra government is set to review its recent policy barring reserved category candidates who avail relaxations from competing for open category posts. Chief Minister Devendra Fadnavis directed the cabinet decision to the Advocate General for legal scrutiny after objections by Shiv Sena minister Sanjay Rathod. The review follows concerns over potential conflicts with Supreme Court rulings.

The government will likely introduce a 'schedule' in Parliament on Thursday specifying Lok Sabha seats for each state, maintaining their current percentage shares. This accompanies three bills cleared last week for women's reservation and delimitation based on the 2011 Census. Lok Sabha seats for all states will rise by 50% to a total of 850.

Congress has reiterated support for the women’s reservation law but opposes delimitation without a fresh census. The party plans to convene a meeting of INDIA bloc leaders on April 15. It urged the government to hold an all-party meeting after April 29.
