Odisha Chief Minister Mohan Charan Majhi laid the foundation stone for an ultra-modern campus housing the state secretariat and a new 300-seat legislative assembly on January 12, 2026. The project, spread over 71.13 acres and estimated at ₹3,623 crore, aims to accommodate future expansion following constituency delimitation. The initiative draws inspiration from the Central Vista project in New Delhi.
On January 12, 2026, Odisha Chief Minister Mohan Charan Majhi laid the foundation for a new ultra-modern campus in Bhubaneswar, designed to house both the state secretariat, known as Lok Seva Bhavan, and a 300-seat Odisha Legislative Assembly building. The initiative addresses the limitations of the existing assembly, built decades ago with a capacity of 147 members, which can only accommodate two or three additional seats. With impending delimitation of constituencies expected to increase the assembly's strength—possibly to around 200 members—the new structure is planned for long-term needs, potentially serving up to 100 years.
The campus spans 71.13 acres and carries an estimated cost of ₹3,623 crore. Mr. Majhi emphasized the forward-looking approach, stating, “We are not constructing an Assembly building merely for the next decade or two. The idea behind designing a House with a capacity of 300 members is to anticipate possible changes over the next 100 years.” He highlighted that the project aligns with the Central Vista redevelopment in New Delhi, where a new Parliament building was constructed, describing the proposed assembly as a “majestic structure.”
State Works Minister Prithiviraj Harichandan noted the aging infrastructure of the current secretariat complex, which includes several added buildings over the years and has outlived its structural durability, with some parts now unsafe. “Keeping future requirements in mind, a new Secretariat building will be constructed within the same campus,” he said.
During the same event, the Chief Minister also laid the foundation for a new elevated corridor from Jayadev Vihar to Nandankanan, costing ₹952 crore. This infrastructure project includes four flyovers at key squares—Jayadev Vihar, Kalinga Hospital, Damana, and KIIT—to improve traffic flow on one of the state's busiest roads, enabling smoother commutes for the public.
