Second tax facilitation package boosts support for compliant taxpayers: ETA head

At a conference organized by the Austrian Chamber of Commerce and Austrian companies operating in Egypt on February 2, 2026, Rasha Abdel Aal explained that the second package builds on the first one's success in increasing voluntary compliance rates. The new measures were presented for societal dialogue to gather development partners' views, address challenges, and reinforce partnership and transparency principles.

The package includes incentives for joining the simplified tax regime, such as access to financing programs coordinated with the Micro, Small and Medium Enterprise Development Agency (MSMEDA). Under Law No. 6 of 2025, it applies to projects with annual turnover not exceeding EGP 20 million, featuring a graduated income tax scale up to a maximum of 1.5%. These aim to reassure taxpayers, encourage formal economy integration, broaden the tax base, and enhance fiscal sustainability.

Supporting digital transformation, Abdel Aal announced a mobile app for real estate disposal tax, enabling notifications, electronic payment of the 2.5% tax, and simplified clearance. An electronic consultation platform allows business feedback on draft laws and decisions before issuance. The central clearing system now supports electronic offsetting of taxpayers' credit and debit balances. A comprehensive guideline on exported services' tax treatment aligns with international standards, alongside starting mechanisms to separate commercial audits from transfer pricing audits and a new appeals review stage.

Premium tax service centers were launched to offer integrated services under one roof, including registration, awareness of facilitations, investor support, and digital assistance like e-invoicing, reducing congestion and wait times. The package targets key sectors: unifying departure fees in tourism and development fees on all cement types—white and black—in industry. Abdel Aal emphasized the Egyptian Tax Authority's commitment to addressing tax community issues promptly, noting that officials responded to all technical inquiries from participants, including Austrian investors, to foster mutual trust.
