China's Political Bureau of the Communist Party Central Committee held a meeting on December 8 to analyze and study the economic work for 2026 and review regulations on the Party's leadership over law-based governance. The meeting pledged more proactive fiscal policies and moderately loose monetary policies to promote effective qualitative improvements and reasonable quantitative growth in the economy.

The Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting in Beijing on December 8, 2025 (Monday), chaired by Xi Jinping, general secretary of the CPC Central Committee. The meeting focused on analyzing and studying the economic work for 2026 and reviewing a set of regulations on the CPC's leadership over law-based governance in all respects.

According to a readout released by state news agency Xinhua, the meeting stressed the need to seek progress while ensuring stability, and to pursue higher quality and greater efficiency in next year's economic work. It called for better coordination between domestic economic efforts and international economic and trade struggles, as well as between development and security. The country will implement more proactive and effective macro policies, enhancing their forward-looking, targeted, and coordinated nature.

The meeting reaffirmed China's commitment to a more proactive fiscal policy and moderately loose monetary policy in 2026, aiming to promote effective qualitative improvements and reasonable quantitative growth in the economy. This comes ahead of the annual Central Economic Work Conference, which typically sets the policy tone for the coming year.

In the context of rising global uncertainties, the meeting highlighted the importance of high-quality development, including expanding high-standard opening-up, boosting domestic consumption, and addressing external risks. Politburo members agreed that these measures will provide strategic support for Chinese modernization.

The meeting also underscored the significance of comprehensive law-based governance, ensuring the Party's leadership permeates the entire process of law-based governance. This reflects ongoing efforts to modernize the governance system.

Analysts note that these policy signals indicate China's economic strategy will prioritize stimulating domestic demand and innovation-driven growth to tackle challenges like the property crisis and sluggish demand.
