The Delhi Cabinet has approved the Start-Up and Incubation Policy, allocating ₹400 crore over five years to support students and young entrepreneurs in launching ventures.
The policy provides seed funding of up to ₹10 lakh to eligible students from government schools, state universities, colleges, polytechnics and Industrial Training Institutes. Alumni of Delhi government schools are also eligible. Chief Minister Rekha Gupta said the measure aims to turn youth into job creators rather than job seekers.
The Cabinet approved the policy on Thursday. It will cover 11 state universities and 13 government-funded colleges. Incubation centres will be set up with one-time grants and annual support for mentoring and networking.
A State Incubation Policy Monitoring Committee will oversee implementation. The government plans an annual Delhi Start-Up Youth Festival to connect innovators with investors. The policy targets 5,000 start-ups by 2035.
