In the latest development in the impeachment proceedings against Vice President Sara Duterte, Rep. Chel Diokno has requested transferring detained witness Ramil Madriaga—previously highlighted for his potential testimony on confidential funds irregularities—to the House Committee on Justice for protection and availability. The move follows the committee's finding that complaints are sufficient and includes subpoenas for Duterte's financial records amid prior calls for Madriaga to clarify bogus recipient names.
Rep. Chel Diokno of Akbayan Partylist wrote to Rep. Gerville Luistro, chairman of the House Committee on Justice (Batangas 2nd District), requesting custody transfer of Ramil Lagunoy Madriaga from Camp Bagong Diwa in Taguig, where he is held on kidnap-for-ransom charges. Madriaga, a self-proclaimed former bagman for Duterte, detailed in a November 2025 affidavit to the Ombudsman delivering large sums on her behalf—a claim she denies. Earlier, lawmakers like Rep. Terry Ridon underscored his testimony's potential to unmask fictitious names such as 'Mary Grace Piattos' linked to P612 million in confidential funds.
Diokno also sought subpoena duces tecum for Duterte's financial disclosures (2007-2025) from the Ombudsman, AMLC certification on suspicious transactions involving Duterte, her husband, or father, and NBI materials on alleged threats by Duterte against President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos, and former House Speaker Martin Romualdez.
The committee will deliberate next week, advancing the evidentiary phase.
