Nigeria's water ministry launches 1GOV digital system

The Federal Ministry of Water Resources and Sanitation has introduced the 1GOV Enterprise Content Management System to shift from paper-based to digital operations. This initiative supports the government's digital governance goals under President Bola Ahmed Tinubu's Renewed Hope Agenda. Officials highlight improvements in efficiency and accountability.

On December 19, 2025, the Federal Ministry of Water Resources and Sanitation unveiled the 1GOV Enterprise Content Management (ECM) System in Abuja. This move marks a transition to a fully integrated digital platform, aligning with the Federal Government's push for digital governance as part of President Bola Ahmed Tinubu’s Renewed Hope Agenda.

Prof. Joseph Terlumun Utsev, the Minister of Water Resources and Sanitation, called the launch a landmark achievement. He emphasized its role in enhancing data management, streamlining workflows, preserving institutional memory, and cutting operational costs. “Efficient data management, proper technical documentation, and streamlined workflows are essential for effective governance in a highly technical Ministry such as Water Resources and Sanitation,” Utsev stated.

Mrs. Didi Esther Walson-Jack, Head of the Civil Service of the Federation, praised the system as a transformative step in public administration. She noted the ministry's broad impact on Nigerian households through programs in water supply, sanitation, irrigation, river basin development, hydrology, and climate resilience. The 1GOV ECMS features include secure digital records management, automated workflows, electronic approvals, real-time collaboration, and interoperability across government agencies. Walson-Jack instructed that all official correspondence must now use approved digital channels.

Dr. Emanso Umobong, the Permanent Secretary, explained that the system will address workflow inefficiencies, prevent document loss, boost service delivery, and reinforce accountability. She encouraged staff to adopt the platform and pursue ongoing training for its sustainability.

Mr. Akintayo Ayodele-Bamisaye, representing Galaxy Backbone Limited's Managing Director/CEO, described the event as a historic milestone. He underscored how digitization centralizes government information and bolsters Nigeria’s digital sovereignty. During a presentation, Mr. Ayodeji Bakare from Galaxy Backbone added that the paperless portal will foster seamless workflows, lower costs, and improve document traceability, advancing a digitally enabled public service.
