Senator reiterates CPI request after Master case revelations

Senator Rogério Marinho (PL-RN), a member of the CPMI on INSS, advocated for a specific parliamentary inquiry commission to investigate the Banco Master scandal following new revelations from the breach of Daniel Vorcaro's secrecy. Marinho argues that the case is complex and exceeds the current commission's scope. The presidents of the Senate and Chamber resist opening the CPI.

Senator Rogério Marinho (PL-RN), a member of the CPMI on INSS, reiterated this week the need for a specific CPI to address the Banco Master scandal. In a statement to Folha de S.Paulo, he said: "These are data that cannot be left decontextualized; they must be analyzed and reinforce the need to open a specific CPI".

The CPMI on INSS received information from the breach of Daniel Vorcaro's secrecy, as the bank operated in the payroll loan sector. Marinho emphasized the case's complexity, involving "misappropriation of financial system resources, CDBs without backing, reckless use of the guarantee fund, promiscuous negotiations with the Central Bank". He added: "This information exceeds the scope of this CPI. The Master case is much more complex [...] This should not be treated laterally".

Marinho argued that requesting a Master CPI is "a bet on rationality" and Parliament's complementary role to the Judiciary. However, the presidents of the Senate, Davi Alcolumbre (União Brasil-AP), and the Chamber, Hugo Motta (Republicanos-PB), resist authorizing the commission. For now, the case is being investigated by the CPIs on INSS and Organized Crime.

The Banco Master scandal has gained new dimensions with recent revelations, but no additional confirmed details on contradictions or specific resolutions are available in the sources.

The president of the CPMI do INSS, Senator Carlos Viana, announced he will appeal the STF decision allowing banker Daniel Vorcaro not to testify before the commission. The Federal Police presented updates on the Banco Master investigations to Minister André Mendonça in a meeting on Monday. Lawmakers criticize delays in sending broken secrecy documents to the CPI.

Senate vice-president Eduardo Gomes (PL-TO) indicated an imminent decision on multiple investigation requests into the Banco Master scandal, following months of broad support across parties. Discussions among party leaders and Senate President Davi Alcolumbre are set for next week.

Senate President of the INSS CPMI, Carlos Viana (Podemos-MG), announced the summons of bankers Daniel Vorcaro and Luiz Félix Cardamone Neto for depositions on February 5. The hearings are part of investigations into frauds in payroll loans to INSS retirees. The commission is also seeking to overturn a habeas corpus to hear Maurício Camisoti.

In a follow-up to last week's CPMI approval and STF authorization, Senate President Davi Alcolumbre rejected a PT appeal on March 3, upholding the bank and fiscal secrecy break for Fábio Luís Lula da Silva (Lulinha), son of President Lula. New details emerge of a Portugal trip paid by imprisoned lobbyist Careca do INSS, alongside bribery suspicions, though Lulinha denies involvement.

Deputy Rogério Correia (PT-MG) filed a request with the INSS CPMI to break the bank and fiscal secrecy of Ana Cláudia Queiroz de Paiva, an employee of Daniel Vorcaro. He also requested COAF reports on her financial movements and for her to testify before the commission. The action comes amid arrests related to investigations into fraud in INSS payroll loans.

Congress leadership indicated it may schedule a session in early March to review Lula's veto on the PL da Dosimetria, which reduces sentences for those convicted of coup attempts, provided pressure for a CPI on Banco Master eases. The measure would benefit former President Jair Bolsonaro by shortening his closed-regime time. Leaders seek an agreement with the opposition to avoid reading CPI requests.

STF Minister Flávio Dino suspended, on a preliminary basis, the breach of bank and fiscal secrecy for a businesswoman close to Lulinha, son of President Lula. The ruling prompted the defense of Fábio Luis Lula da Silva to seek the same protection and drew criticism from the INSS CPI, which sees it as an affront to Parliament.
