Uruguay responded with a header from Maxi Araujo. Agustin Canobbio then put the South Americans ahead in first-half stoppage time.
Helio Varela equalised for Cape Verde after a mix-up involving Uruguay goalkeeper Fernando Muslera. Both sides had further chances but could not find a winner.
